    Total Defence

    Total Defence was introduced in 1984 to involve everyone in the defence of the country. This can only be effective when all Singaporeans believe that Singapore is worth defending and are involved in our defence efforts. Potential aggressors will think twice about attacking Singapore if they know that they’re facing the entire nation and not just the armed forces. Total Defence includes Military, Civil, Social, Psychological and Economic Defence which is covered under “Roles of Citizens”.

    Total Defence Campaign 2008

    Total Defence Campaign 2008 emphasizes the role each individual can play and contribute to total defence by simply being ready and willing to respond to challenges and influence outcome.

    Total Defence Campaign 2009

    Nexus organised the "What Will You Defend?" online video contest, showcasing a gallery for everyone to share their sentiments with families, friends and the world.

    National Fire and Civil Emergency Preparedness

    Aims

    -To educate the public on the dangers of fire, proper use of emergency services and the importance of emergency preparedness

    -To involve the public in implementing fire prevention and emergency measures against the loss of life and property

    -To instill a greater sense of self-reliance and preparedness towards civil emergencies.

    Schools & Youth Committee

    -Organise Fire Safety and Emergency Preparedness Talk and conduct evacuation drill for the schools.

    -Organise Fire Safety and Emergency Preparedness Puppet Show for Primary Schools with EP messages.

    -Engage students (at various levels) on fire and emergency preparedness activities in schools through the conduct of activities such as digital art, video production and art/poster competitions

    Housing Premises Committee

    -Work with HDB, Town Councils and MCSTs to promote Fire Safety And Emergency Preparedness

    -Promoting CPR to the residents and establish a platform to do it. Work together with active MPs/Community Leaders to showcase the CPR.

    -Encourage community premises to be equipped with AEDs.

    Commercial Premises Committee

    -Collaborate with commercial building to promote CERT (Company Emergency Response Team) to build up its readiness and capabilities.

    -Emergency Preparedness Day: To co-organize such events with CD Divisions and premises owners at commercial venues.

    -Committee to encourage the commercial premises tenants to practice IPP (In-Place Protection) and to attend EP related courses. The committee can to help organise and encourage the tenants to attend such courses.

    -Organise conferences/seminars for the safety and security personnel to drive home the message of Fire Safety & Emergency Preparedness.

    -Organise Fire Safety and Emergency Preparedness Campaigns.

    Industrial Premises Committee

    -Emergency Preparedness Day: To organize such event for the Industrial Premises and are conducted by NFEC together with the CD Divisions.

    -Promote safety practices in the petrol-chemical industries. Reinforce the safety messages to the industries.

    -Collaborate with industries to emphasize on CERT (Company Emergency Response Team) readiness and capabilities.

    -Encourage the industries to set up/participate in the Safety and Security Watch Group (SSWG).

    -Organize conference/seminar for the safety and security personnel to drive home the message of Emergency Preparedness.


    Community Emergency Preparedness Programme

    In light of the current security environment, SCDF has consolidated and enhanced its instructional, face-to-face public education programme. CEPP (revamped) was launched in September 2003 at the 4 Civil Defence Division Headquarters. The modular-based programme provides both theory and practical training and comprises 5 modules which cover Basic First Aid, One-Man Cardio-Pulmonary Resuscitation (CPR) & Automated External Defribrillator (AED), Fire Safety & Casualty Evacuation, Emergency Procedures and Unconventional Threats.

    Civil Emergency Exercise

    In January 2006, Singapore held its largest Civil Emergency Exercise (Exercise Northstar V), led by Singapore Civil Defence Force. This exercise involved more than 2000 personnel from 22 agencies. It stimulated 5 bomb explosions and one stimulated chemical attack, involving the closure of 13 MRT Stations and service disruptions for 3 hours. The purpose of emergency practices is to ensure that the citizens are prepared during times of emergency.
